"Not enough stalls" but I have empty slots?

I am getting an error message that I do not have enough stalls, but when I check my barns I have several, including my main barn, with open spots.
Curious? -

All foals left in the pasture at the end of the season will now be moved to your primary barn at end of the month rollover. This is to prevent issues with pastures becoming overfilled.
