Yes. It is also supposed to decrease their era by one, but currently does not.

Not always, if it's a lined horse sometimes it may not go up a paper level. it depends on a few things, if the horse is aga or superior, if it's on the lower end of the paper spectrum (ei a low A paper may only be boosted to a high A paper not a Star).HJ1: 133971

True - I was thinking of foundations. There seems to be a bit broader range of ability in the higher paper levels.
