Yes, their foals can pass because they will be compared to parent, not grandparent. But you may as well just try breeding the grandparent again for a superior foal than continuing the line without actual improvement. The only reason maybe to do that would be if you don't own the grandparent and want to keep the worse-than horse because it has genes you want to add to your line.
