TMSC not visible?

I have paid for new image seeds on these fillies several times and cannot see the TMSC.
Thanks for your help.

From the gene info
"Storm Cloud is an allele of the tobiano modifier gene. It requires one copy of TMSC and one copy of tobiano to show and creates storm clouds in the white areas of tobiano. Storm clouds require room to form. They may not appear on low white horses. Rerolling the seed can force them to appear. This gene will overwrite Shatterglass and Jewelbox."
