If I bought one could I breed it onto my regular horses and get ice babies?

Yes, it is a completely inheritable gene and shows up on the Color Testing results as well.
Here's one of mine with an Ice 1 sire and a non-ice dam.
As with any heterozygously present gene, there is a 50% chance that the horse will pass on the desired gene and a 50% chance that it will no.
