Red Papered Foundations

So I've got a bunch of my foundations papering Red, who AREN'T exceptionals or boosteds. So now I'm trying to figure out whether to treat them the way I do my other exceptional/boosted lines and pair them with B papered studs so that they're of matching quality, or if I should still be treating them like unboosted/unexceptional foundations and match them with C papered studs.
Thoughts? Are Red papered foundation mares still on par with C papered stallions for breeding? -
Unless you know they are exceptional producers (as in, they came from an exceptional producer/exceptionally perfect HH, or one of the HHs that creates them, rather than perfect foundations) then they are on par with C-papered stallions.

So then why are they papering at a higher level? I'm glad to hear that because it makes my life a lot easier, but it's just confusing.
I'd always thought that Yellow was the paper for perfect foundation mares and normal create mares, but I've got a LOT that have papered Red. And while I assume they're low-level Red, isn't Red supposed to be on par with B papered stallions?
Just as a note, this is with the new papering, not the old papering system. Under the old papering system I know the mares were judged based on foal quality, but my understanding is that now it's entirely based on their own quality. So shouldn't this mean that these mares are better than foundation level, which is Yellow papered? Again, just trying to make sure I understand everything because these new papers are confusing me lol. -

This came up in a thread on the Facebook page and Ammit said there was not an answer she could give that would be satisfactory to people about it. "Perfect foundation C paper studs are on the bleeding edge between C and B. The same is true for mares. They would go red or yellow on random chance. Nothing more."
I imagine that if they're papering red it just means that they are 100% perfect foundation mares (although I picked up a 100% perfect foundation rescue and she went yellow) but don't read anything into it. Perfect foundations are only ever 100% ability unless you boost them.
